But not all marks are equal, and not everything labeled “certified” actually is.

What Does “Certified” Actually Mean?
Certification means an independent, accredited third-party organization has:

Important distinction:
- Standards Organizations (NFPA, ASTM, ANSI/ISEA, NOCSAE, etc.) write the rules.
- Certification Bodies (SEI, UL, CSA, Intertek, etc.) test products and verify they meet those rules.
The Major Certification Bodies

SEI (Safety Equipment Institute)
- The most recognized name in firefighter PPE certification, sports equipment certification, and industrial safety equipment certification.
- Specializes in
- Fire service equipment (turnout gear, helmets, gloves, boots, hoods, SCBA, hazmat suits, thermal imagers, radios, etc.)
- Industrial safety equipment (safety face and eye protection, safety footwear, fall protection, emergency eyewash and shower stations, etc.)
- Law enforcement equipment (bomb suits, restraints, pepper spray, etc.)
- Sports safety equipment (football, lacrosse, baseball, equestrian helmets, soccer shin guards, chest and body protectors, etc.)
- Widely trusted in the North American fire services
- A non-profit organization and an affiliate of ASTM International.
UL (Underwriters Laboratories)
- One of the largest and most respected global certification organizations.
- Certifies a very wide range of products including
- Firefighter PPE (turnout gear, helmets, gloves, boots, hoods, etc.)
- Industrial safety equipment (safety face and eye protection, chainsaw protection, safety footwear, etc.)
- Electrical safety products
- Well known across a wide variety of industries both in and out of PPE, worldwide
- Major player in both Canada and the United States
- Strong in industrial PPE
Note: There is often confusion between CSA as a Standards Development Organization and CSA as a Certification Body. An example is with safety helmets in Canada which are certified to the CSA Z94.1 standard. Certification to the CSA Z94.1 (and other CSA standards) may be performed by any accredited certification body, not only CSA.
Standards Development Organizations (They Write the Rules)
- NFPA (National Fire Protection Association) — Creates the most important standards for firefighter PPE (NFPA 1970, 1950, etc.)
- ASTM International — Develops testing methods and product specifications used by many certifiers
- ANSI / ISEA — Key standards for industrial PPE (hard hats, eyewear, high-visibility clothing)
- NOCSAE — Leading standards for athletic protective equipment
- CSA — Standards development body in Canada, many industrial safety products have separate Canadian standards from their ASTM and ISEA counterparts (such as hard hats and safety footwear).
How to Verify a Product Is Actually Certified
Don’t trust the label alone. Here’s a practical verification process:
- Inspect the Physical Label
- Look for a clear certification body logo (SEI mark, UL circle, CSA mark, etc.)
- Confirm the exact standard number (e.g., NFPA 1970)
- Check for manufacturer name, model number, and date of manufacture
- Search Official Certification Databases
- SEI: Visit seinet.org and search by manufacturer or model
- UL: Use the Product iQ database at ul.com
- CSA: Search on csagroup.org
- Contact the Manufacturer
- Reputable companies are happy to provide certification documentation.
- Check for Recent Recertification
- Certification is not permanent. Gear must be periodically retested.
Red Flags – What Should Raise Concern
- No visible third-party certification mark
- Vague wording such as “Meets NFPA standards” without a certifier logo
- Missing or incomplete care instructions
- Labels that appear altered, reprinted, or low quality
- Significantly lower price than similar certified gear from known vendors
- No model/serial number or traceability information
Certification by Category
Firefighter PPE: Primarily certified by SEI and UL to NFPA 1970 and related standards. This is the most strictly regulated category.
Law Enforcement PPE: Primarily certified by SEI to NIJ and ASTM standards.
Industrial PPE: Commonly certified to ANSI/ISEA, CSA, and ASTM standards (hard hats, eyewear, safety footwear, etc.). Look for SEI, UL, or CSA marks.
Sports Protective Equipment: Primarily certified by SEI using NOCSAE standards and some ASTM standards. NOCSAE standards may only be certified by SEI.

- Always buy from authorized dealers when possible
